"The number of temporary foreign workers in Quebec has climbed more quickly than anywhere else in Canada," according to Verity Stevenson. Having issued 30,340 temporary work permits in 2021 as opposed to 13,030 given in 2017, Quebec has increased permit issuance by 133% in just five years.
Ontario, the province that traditionally issues the largest amounts of work permits, had an increase of only 18% in five years, with 33,920 temporary work permits issued in 2021 compared to the 28,675 provided in 2017.
