Have a brief telephone or Zoom call before offering an in-person interview. Weed out difficult accents. Also, have candidates complete a brief skills quiz after a successful interview. Basic math, spelling, alphabetical filing, grammar, keyboarding, editing, composition and preparing basic spreadsheet. I am always amazed at the lack of basic skills that some apparently acceptable candidates demonstrate.
