The two provincial group that is requesting to be separated is undermining the whole governing institute. I know that each province has a different rules and regulations that is totally different from one another and that is what makes each one of them unique. It shows how despite being one country they can still stand alone on their own and can proceed without bothering the other but being in the institute is the one that makes them blend in to become a part of a team, to show a united front
