Have an updated pay scale for each job classification and this will be the basis of the offers depending on experience, skills and abilities. The more qualified you are the higher you get on the pay scale. Not because you're a man you get the man's pay scale. Or just because you are LGBTQ, then you get a different pay scale. This way, its fair for everyone.
