I have found that it helps to remove the "we" and "they" culture when HR and payroll are part of the same team - same team meetings, same professional development opportunities, sharing space in the office, and encouraged transparency between them. This has, in my experience, improved collaboration. So many of the responsibilities overlap and are dependent on each other that it just makes good sense.
